Unfortunately there are no laws yet that require ANY steps to "PREVENT fraudulent activities by cashers of checks or payees".
Most steps are taken voluntarily to help prevent the "Check Cashing Sevices" own loss from the fraudsters (They really can’t collect from YOU if You can prove it was fraud).

There are additional Rules/Laws regarding the processing of Checks Electronically, but the "check cashing service" would have to subscribe with a company approved to do that (like Wal-Mart uses TELECHECK who has to submit a file through an actual BANK, not directly to YOUR BANK).

If Reena’s idea doesn’t work, I have another possible solution for you.
Find a friend who is about to make a large purchase. Offer to put their purchase on your credit card if they will pay you up front less 10-15% for the item. It’s a win-win. They save some money and you get the cash you need.

Call the customer service number on your Credit Card and start giving the person that answers a good story as to why they should increase your cash advance limit right then and there…

They can do it…. and it can be done instantly.

But you better have a really good story ready.
